ביטוי לכמה זכויות כאלה . סעיף < 1 > 18 לאמנה קובע : "לכל אדם הזכות לחופש המחשבה , המצפון והדת . זכות זו תכלול את החופש להיות בן דת או אמונה , לאמץ דת או אמונה שבחר , ואת החופש ליתן ביטוי לדתו או לאמונתו , ביחידות או בצוותא , אם בפומבי ואם באורח פרטי " . האמנה מגינה גם על הזכות לחופש הביטוי ועל הזכות לחופש ההתאגדות עם אחרים , שבאמצעותן אפשר לממש ביטוי והתאגדות תרבותיים . דגש מיוחד מושם במשטר הבינלאומי בזכויות של מיעוטים תרבותיים העלולים למצוא עצמם מתקשים לממש את מפעלם התרבותי , במיוחד כשהם נתקלים בעויינות מצד קבוצות רוב . באמנה בדבר זכויות אזרחיות קיימת הוראה כי "באותן מדינות שבהן קיימים מיעוטים אתניים , דתיים או לשוניים , לא ישללו מבני האדם המשתייכים למיעוטים אלה את הזכות לקיים את תרבותם ... בצוותא עם החברים האחרים שבקבוצתם" . ביום 18 . 12 . 1992 קיבלה עצרת האו"ם את .
