In addition , the faculty would , in a learning system , give regular "master lectures" to the undergraduates who would thus benefit from the wisdom and the experience of their elders . I , 4 . ) Jose ben Joezer offered this advice about two thousand years ago . He may not have had the modern university in mind , but this need not deter us from adopting his dictum . A concentration of effort to a more limited range of activities would very likely enhance the eminence of the universities . It would also free them to play a greater role in the affairs of the community . The faculty would , with their expertise and their disciplined minds , be able to address themselves even more than they do at present to the pressing problems of society , such as the Arab-Israeli relations , religion and secularism , the immigrants , the pluralistic society , the development of the Negev , water and energy , practical economics , pollution , environment , the Great Power conflict and the Third W orId . If I were asked to speak to the cost of a modified university structure for undergraduates , I could not do so because we have only limited cost experience in this area . The only observations I would dare to make would be , first , that a learning system would allow the universities to engage junior and senior lecturers , for the first years , on part-time appointments , which would result in some saving of costs . Second , the direct student-related cost at E . U . for six courses ( i . e ., the equivalent of one year's study at a conventional university ) comes in 1983 / 84 to about $ 1 , 064 , on the basis of 23 , 000 student registrations a year . If the conventional universities were to make use of some of the courses prepared by E . U ., the cost would be likely to drop below that amount .
