Test results The first tests carried out by the Army for individualized learning showed average achievement of 89 . 6 per cent ( against 79 . 2 per cent with conventional teaching ) . Only 13 per cent failed to reach 80 points out of 100 with individualized learning ( against 50 per cent with conventional teaching ) . The evaluations at schools have shown that in the first few years after the introduction of individualized learning , a number of the children were below the norms set for their class . This was predictable because all the pupils advanced at the level of their own ability . After a few years , the same children caught up and performed better than their counterparts in conventional classes . Furthermore , the pupils who had gone through individualized learning retained their knowledge better than the children in the conventional classes . These tests tell only part of the story . An evaluation of cognitive achievements in the customary way of comparisons with control classes relates only to one element of the learning system . There being supported by the Ministry of Education , the Ministry of Labour , Youth Aliyah and the Rothschild Foundation . Every year , MANOF takes in about seventy to eighty boys , aged fourteen to seventeen . They are so-called unattached youths . They did not go to school , had no regular employment and were not accepted in the Army . Some of them have police records . MANOF is a pilot project , designed to turn the youngsters into constructive citizens . They spend about six to eight months in boarding facilities of MANOF and there receive formal and informal education . Thereafter they spend a similar period in a kibbutz , where the emphasis is on informal education . The boys are given authority and responsibility for organizing some of their affairs and they run their own disciplinary "courts . " A large percentage of the youngsters respond positively . The Army then accepts them and some even commence university studies . Instead of pursuing a destructive career , most of the MANOF boys become responsible citizens .
