equity has meant , for the Hebrew school system , a common curriculum for all , and an ethnic grouping in the schools proportionate to the population in the area . There are about 700 , 000 children in the Hebrew school system , not including about 250 , 000 in the kindergartens . About 60 per cent are of Afro-Asian origin . Practical experience suggests that one of the declared objectives of any uniform education system , namely to benefit the slower learners or the disadvantaged social group , is not generally achieved . The advantage of the gifted , or the more privileged , will in most cases assert itself . Education will , it is submitted , be served more effectively if we concentrate on the individual pupil and , at the same time , ensure that there be equality of educational opportunities for everyone . To move in this direction , individualized learning was introduced in Israel by the Centre for Educational Technology ( C . E . T . ) in 1973 . It is now in operation in thirty schools in Yavne , Ashdod , Tel Aviv and Kiryat Malachi and reaches about 3 , 000 school children . The number of schools is increasing steadily . In addition , about 30 , 000 school children in about 200 schools use the methods of individualized learning , but only partially . A self-study system has also been introduced into several branches of education in the Army , in close cooperation with C . E . T . Individualized learning represents an educational approach which recognizes the differences in ability of individual children . Starting from this basic premise , individualized learning operates at various levels : The educator tries to discover , or diagnose , the needs , interests and abilities of each pupil . Based on the diagnosis , the educator adapts the learning activities to suit the potential of each child . There is a constant evaluation by the educator of each individual child regarding his cognitive , affective and social achievements and behaviour . C . E . T . seeks to advance individualized learning through extensive training of educators and through development of special
