Preface This essay has been in the making for twenty years . I am not an educator and lay no claim to expert knowledge in education . My legitimation for writing this paper is twofold . First , I am concerned , as is everyone who has Israel at heart , that it advance from strength to strength and second , as director general , now retired , of the Rothschild Foundation I have , over the past twenty years , been associated with educational innovations in Israel , including instructional television , the introduction into education of technologies other than TV , open university studies , library development , rehabilitation of unattached youth and music education . During the same period I have had the benefit of an almost continuous dialogue with educationists and educational administrators in Israel and abroad . The practical experience which I have gained , combined with the talks with the many people who are in education , have led me , step by step , towards formulating the thoughts which I have tried to summarize in this essay . I view with profound respect all the educational achievements in Israel . It is therefore with hesitation , though without trepidation , that I envisage an evolution of conventional thinking and the emergence of new methods that might serve education more effectively .
