ראש המועצה רשאי , בהודעה בכתב לשר , להתפטר מתפקידו . כהונתו תיפסק כעבור 48 שעות לאחר שכתב התפטרותו הגיע לידי השר , זולת אם ראש המועצה חזר בו מהתפטרותו לפני כן . העתק ממכתב ההפטרות ישלח ראש המועצה לחברי המועצה .
