In 1982 / 83 , the total number of academic staff was about 6 , 350 ; the total number of administrative and technical staff came to about 7 , 800 . The Council for Higher Education has estimated that between 1984 and 1988 , the universities will have to engage about 200 new faculty members annually . The advancement of university teachers depends mainly on their research and publications and only to a limited extent on their skill as teachers . This is left to the natural talent , or the lack of it , of the individual faculty members . It would not be ungenerous to say that , as a result , some of their learning might be lost to the students .
