Policy Paper 200 | Implementing Public Sector Reformsiv government decisions concerning civil service reforms over the past years have focused on structure and powers, most of these were 35 not intended to achieve real improvement and change in order to solve structural problems . Rather, they stemmed from the Israeli political tradition, in which forming a coalition involves dismantling and rearranging the government ministries and transferring responsibilities between them as part of coalition agreements and the division of political spoils . Another major topic of the government decisions was human capital ( 27 % ) . The resolutions in this area focused on increasing employment diversity . Many of the decisions did not include supporting mechanisms for implementation or oversight, target dates, or budgets for implementation .
