Policy Paper 195 | Trust and Voluntary Cooperation in Israeliv degree turn on October 7 : it emerged that in extreme emergencies - 180 Israelis are far more willing to volunteer and cooperate than expected . The most impressive manifestation of this willingness was seen in civil society ( including high rates of volunteering along the combat lines and on the home front ) , but it was also seen in voluntary compliance by civil society with instructions from the Home Front Command . Nevertheless, it is hard to ignore the trends that preceded the catastrophe, in normal times, and the disappointment expressed by many segments of Israeli society with the government’s functioning today .
