Policy Paper 161 | An Employment - Promotion Plan for Arab Societyiv in the Arab population’s employment indices, there was a similar, and sometimes even greater, improvement in the corresponding indices among the Jewish population, and therefore the disparities remained . When we look at the disparities within Arab society we find significant gaps of two sorts : by gender and by region . The gender gaps in the labor market are more prominent in the Arab population than in the total population for several reasons . Arab women, as a national and ethnic minority, must contend with intersecting marginalities . They therefore face many barriers when they try to participate and advance in the labor market . As stated, employment among Arab women is very low compared to employment among Arab men .
