Joseph Weitz in the Lower Galilee Yechiam Weitz Joseph Weitz was a prominent figure in the Israeli settlement movement during the Yishuv ( pre-State ) and the State periods . He was a central activist in many settlement projects , from the establishment of Gush Etzion ( the Etzion Bloc ) in the 1930 s , to establishing the new settlements in the Galilee in the 1960 s . His first public position was as director of the Sejera farm in the Lower Galilee during and after World War I ( 1915–19 ) . The article focuses on two points : Firstly , Weitz’s time in Sejera as a transitional period in his life ; from pioneer and worker to director in the Zionist establishment – specifically in the JNF . Secondly , this period as the basis for his future role : building Zionist settlements in Palestine and later in Israel .
