על פי קביעה זו כוללת הכנסת עבודה כל תקבול המשתלם לעובד במסגרת יחסי עובד-מעביד בתמורה לעבודתו . תקבולים אלו עונים להגדרת המונח הכנסה אשר נדון ביחידה הראשונה . החוק נוקט בשני מונחים ביחס להכנסת עבודה – השתכרות מעבודה ורווח מעבודה .
